what happen to the Mirclae effect ?

Hey, why all great miracle have an low effect? I mean, when they are still new (take example : Saturn Saw) they have survivor/ resurection effect...

But in another version, their effect is lower (take example : Saturn Saw Ver.6 =Survivor AK.Evo.1= Lucky Chance)?
