I hv seen clumsy staff dropped the whole deck while refilling. They just pick it up and put the deck into the machine. That might be what happened. Generally timezone is ok.
As for 7/11, as far as I know, 7/11 rented out the space only. Cards are changed by Cisco officers. The only place where I hv seen personally for myself is zonex at t3 where the staff shuffled the cards but they do not take any cards out
